I haven't had to file NPBs in awhile but had to do several tonight and I noticed this message. How long has eBay had this?
Tip: On average, listings that do not offer Checkout, Paypal and clearly specified shipping details experience triple the non-paying buyer rate of those that do. You can also help reduce your NPB rate by using Immediate Payment, which requires the buyer to pay via Paypal before your listing can end.

About six to eight weeks.
You've got to admire the marketroids at eBay. They never miss a chance to push their high-margin services.
I do not believe for one instant that anyone has actually done a study on whether or not non-PP auctions have a high rate of non-bidderism. I certainly haven't seen any difference in my auctions. Like the man says, 80% of all statistics are made up.

If you read most of ebay's statistics when they post them, it don't take much thought to figure out that the numbers are clearly made up.

When I signed into PayPal this morning there was a similar message about some survey showing less deadbeats if you offered PayPal in your listings. And there was a little testimony by some ebay seller.

Ah, yes. Testimonials. The favorite marketing tool of charlatans and con artists.
You know why on radio and TV you hear so many "real people" talking about the latest quack nostrum, guaranteed (or your money back!) to cure baldness, increase your sex drive or make you shed 100 pounds in 30 minutes?
It's because testimonials aren't banned by the FTC. The companies can't make direct factual statements about the efficacy of their products without proof, and of course they don't have any proof because their snake oil doesn't do diddly.
I had to laugh when I saw PayPal had stooped this low.

Speaking of PayPal and the perpetual insistence of a number of Vendio posters that one must offer PayPal or risk utter ruin, seems like everywhere I went yesterday smart business people were starting to put the brakes on their acceptance of credit card usage.
Breakfast was at a diner that provides a free Internet wireless hot spot. But a note on the menu says, "Please don't use your credit card to pay. If you'll use the ATM outside our front door instead, we'll give you a free coffee."
Stopped in at a pet store for a few things and there's another sign: "Sorry, we no longer accept credit cards."
Dinner was at a popular Japanese restaurant and the sign this time said "No credit cards for purchases under $10".
Businesses are feeling the pinch. Maybe PayPal is feeling it, too.

I have seen this around town too and was surprised because I thought it was illegal in CA for merchants to require patrons to charge over a set amount before they will accept credit cards as payment.

It's not illegal. (Let's put this old chestnut to rest.) It is in violation of Visa/MC's terms of service with merchants.
This does not, however, stop many many merchants from imposing these restrictions.
