They've been delayed because of glitches. There was another thread here about this problem. I haven't been billed since April 15th and I'm getting a bit nervous--but I'm sure they won't forget I owe them money!

You can do a one time payment for last months eBay fees from your eBay Account tab.
The last months invoice is actually due on the last day of the following month, although they generally will automatically bill your payment source if you are set up for automatic billing.
If you are ID verified, they do not require automatic billing which means you can wait until the last day to pay your bill.
These previous comments are to the best of my knowledge, and correspond to a billing period that runs from the first of the month until the end of the month. There could be other billing cycles that may change this scenario slightly in structure.

But, be careful if you owe Ebay more than just the XX for April. I did that in February because my bill was so large. When I received the payments for items that sold the end of January I went ahead and paid the January bill on February 10th as a 1 time payment.
But, since I now owed for February and the January payment did not clear my total Ebay bill, they took the $198 out again on the 20th just as if I had never paid them.
If you are set up for automatic payments it is better to just wait for them to catch up unless you have plenty of money in the account (which I never ever leave because Ebay has been known to double bill those as well).

I have a hunch that this "billing problem" has something to do with the price of Ebay stock. At this point it looks like for some reason they want to delay receiving some income until after July 1. Probably to make the earnings per share look better in the third quarter(July-September). Maybe they're planning a secondary offering of stock in the fall or winter and this would look good. Anyway, it all means nothing to us peons. I'm sure that eventually we will all pay Ebay what we owe them.

I really wasn't worried as I am on automatic payment by Credit Card, but I like to try & keep my records straight on a monthly basis.
