Hi all,
I want to re-list an item specifically for one bidder who wants it. Her bid the first time around was too low, but we spoke on the phone and negotiated a fair price in the middle. To keep the transaction through ebay, I want to re-list it, but limit the bidders to her only. Is this possible? I wish you could alter the price on a second chance offer, as this would be vastly easier, but I don't see a way to do that.

You can put a buy it now price on it, and email the buyer when you get the auction number from ebay. Buyer then can get to the auction before it shows up in the actives.
You can list the item for sale and then set up a pre-approved buyer list for the item, approving only the person who you wish to sell the item to. (This ensures that no one else can place a bid.) List the item with a fixed price and then email your buyer with a link to the item so she can go in and make the purchase.
If you go to the site map on ebay (look for the link at the top of the page), you'll see pre-approved bidder/buyer list in the middle row, listed under Services: Buying and selling
There may very well be other ways to go about what you asked and if so, I'm sure some of the more experienced folk around here will be by to help you out any minute now.

Melissafan is correct. I have done this before. Set up the auction as a preapproved bidders only auction and make your customer the only one approved to bid. Ironically, you will find the preapproved bidders list setup on the same page as the blocked bidders list.

hahahahaha, why even bother with all that? E bay got their money for placing the add in their Global want ads. It did'nt sell and it's your to do as you please. Unless your buyer has comfort in the many benefits of buying it on e bay like "BUYER PROTCTION!" Yeah right! and of course the prevlidge of leaving FEEDBACK? I guess you could have a guilty concience of not paying them MORE for the Final value fee they would LOVE to collect also.
I look at e bay differently everyday, Today I see them as a newspaper,you bought a space for a want ad. They got paid.

There is a thread on an auction right now, the guy is selling three different things. he listed all three with a say, 300.00 start bid. That cost him a few bucks! He really wants to be contacted to sell each piece seperately....some say it's a choice auction,Who cares, E bay got paid. the only reason I can see e bay dreamed up this "choice" auction thing being against their rules is so you have to list EACH ONE so they get paid THREE times. There is no possibility of a mix up or any of that baloney they say in their rules, Do you want the pink one or the red one, how confusing can that be?
Even e bay has replaced the word WIN with the word purchase.

The last time I used this option was when I had a consignment of very expensive and collectible china from England. I had emailed a powersell who sells a great deal of this line. She also collects it. I needed some information on how to decode the datestamps on the underside. During the course of our email exchanges, there were 4 items in the lot that she wanted. There were 2 reasons we could not do an off site transaction. She was an honest person who believed that if you use the Ebay venue for any part of a transaction, they are entitled to their FVF. (I'm with Jack on this point, we should have been able to conclude the transaction privately as these items had not even been listed) But the main reason was she wanted to pay with Bidpay. It has to be an actual auction before you can use that service. It worked out great. She was happy, I was happy, my client was happy and Meg was happy.

There have been times I have relisted just for one person too.
We agree on a time that is best for both of us. I list it as a fixed price and 1 day listing, then email the auction # to the buyer. I also avoid any keywords that might be searched and use a simple title. Louise
