I am not 100% sure on the process to report a nonpaying bidder ("0" feedback). Had my first one ever this month. Auction ended Dec. 4th. I emailed them total, etc, they emailed back saying they would pay with a money order. Never heard from them again.
Here is what I did:
After waiting for payment all that time, I emailed them on Dec. 26th asking for payment. They did not respond.
On Dec, 27 (at night) I went to ebay and filled in that field for nonpaying bidders "bidder never made contact."
I have not received an email from ebay. Do I receive one? How do I know they emailed that buyer?
I think I remember somewhere that I have to wait 7 days then I file something else.

Go to your seller's page in My Ebay. In the left column, near the botton will be a link called "Unpaid Item Disputes". Click on it and it will bring up a page showing the dispute. If the deadbeat has responded, there will be a blue check mark in the far right column indicating it is eligible for credit. You can click on the view button in the far left column and see their response. If you don't want to wait, click the link that says close dispute. Be very careful here, as the defauldt reason will be marked "mutual agreement". You want to check the spot where it says you don't want to wait any longer. You can then click to close the dispute and you will get your FVF and she will get a strike. At the beginning, if the person has not responded, there will be no blue check mark and you will have to wait 7-9 days from filing and Ebay will mark it as eligible for credit and you can proceed in the same manner to end the dispute and get credit.

I can't thank you enough 'sparkz'! I didn't realize how much info I needed was on that seller's page! I rarely look at it.
The deadbeat has not responded, so I think I have to wait that 7 or so days before I receive credit. I'll do that then relist.

Rivki...There are 2 important things to remember. First, make sure there is a blue checkmark in the eligible for credit column. Second, make absolutely sure you check the correct reason for ending the dispute. Ebay's default reason is pre-checked as a mutual agreement. You have to manually check the correct reason or you won't get your FVF and the deadbeat won't get a strike.
