I have emailed Ebay Customer service where skirt around the issue and did not give the correct answer that was requested(Did I really expect it?)
Anyway, does anyone know how to cancel that service. I have searched coming up with no answers.

I thought it was but when you look at your bill, it shows a credit of $4.95 but then they bill you for a $4.95. So it doesn't look free to me.

Yep. Basically everyone pays $4.95 for it. HOWEVER, if you a store, they give you a credit to offset the difference. That's why it shows up like that.
If you have the store and the report, and you're planning to close your store, be sure to cancel the reports BEFORE cancelling the store.
I don't know that it would matter, but the way eBay has been billing this week, any remote excuse to get away with charging you, they will.
