Just got a professional looking but dumb phishing email from "PayPal"? My sister and I got them within a few minutes of each other. Mine came to an address on which I don't have a PayPal account.
If the scammers had a brain and learned to write a correct sentence they would be even more dangerous! "your PayPal account and will be end".

Step 2 tells you to 'Complecte your "Bank Account" information and "Activate Account".' Maybe they are trying to scam enough money to buy a spell checker.
If you bother to read the heading it came from an account at impalaparts.com. Of course that is most likely some poor soul who is being spoofed. This is getting more than old.

None of my many banks have my email address on record so I know any so called financial emails are simply phishing attempts.
Most of my intl bank accounts are online but work over VPNs or use two factor authentication so even if spyware were present on my OS (unlikely as it's not Windoze) interception doesn't help a thief gain access to my accounts, as the passphrase changes every time you attempt to log in...
