from international customers. I have been selling for over five years now for the most part problem free however in the last year I have trouble with the International buyer filing claims for non delivery. I ship everything by Express Mail. Today I get a complaint from Pay Pal. I provide them with the tracking number and told it will take 7-10 days to get my money back.
What ticks me off is that I gave the guy the tracking number the other day. Today they attemped to deliver the package. So what is his problem?
I am coming real close to stop taking Pay Pal from international buyers.
I accept: US funded money orders, US Dollars cash(well hidden from prying eyes) or you can buy through Western Union money orders at their website @ www.Bidpay.com
I have international winners using all 3 forms of my acceptable payment options.

Most of our auctions open to INTERNATIONAL bidders are items that weigh 10-20lbs, so EXPRESS MAIL (realistically) ain't an option...
Anyhoo, the so-called tracking with EXPRESS MAIL is immaterial, since I still believe that PayPal rejects, out-of-hand, any NON-USA shipment as a violation of the SPP -- therefore...
WE DO NOT ACCEPT NON-USA PAYPAL payments...
Of the last 25 auctions we're run (at a 99% STR ), probably 90% have gone to NON-USA bidders who have expressed NO RESERVATIONS WHAT-SO-EVER about our INTERNATIONL TOS, which says I accept (from NON-USA bidders) ONLY the following payment methods:
1) BID-Pay
2) BANK MOs in USD, DRAWN on a USA BANK
3) INTERNATIONAL POSTAL MOs
Although Ralphie & I love PayPal, I'm convinced that it is too risky to accept NON-USA payments, and, we be a little sick & tired of PP putting the onus on US to assume the RISK -- no way JOSE (or Fritz, or Jean, etc,etc)

If a foreign bidder can't send PayPal, I'll accept unused postage stamps from almost any country. (usually good for resale, inventment, or paying for items from same country)

how soon do you ship your EMS package out after receiving paypal payment??
If you say EMS,bidders expect to receive them in 4-5 days.

We prefer direct credit to our bank accounts in the United Kingdom, Euro zone, Swiss Franc zone, Japan, Hong Kong and several other countries. However we are prepared to accept bank drafts and cheques/checks, cash (bank notes only), negotiable securities, and even US money orders except the USPS "domestic-only" ones. One of our main banks will negotiate most foreign payments at advantageous (to us) rates without fees through the HSBC network.
Most of the items we sell are high value and appeal to countries including Germany and Japan where credit card acceptance isn't an issue, in fact cash is king for most payments in those markets.

In this case the bidder didn't pay the shipping cost to Europe until I reminded him. I will not ship until I get the full cost of shipping to Europe.
Anyway I shipped his package last week. I gave him the tracking him, they tried to deliver it today. Express Mail takes 3-5 business days in my experience. This does not include customs delays or the bidder not being home at the time of the delivery. I require a phone number be provided.
Another I just realize that I though a buyer couldn't file a dispute unless it's been 30 days?

you often talk about how you accept payments,is this mostly thru your website?
since most of the participants on this forum are ebay sellers and talk about their ebay sales,i doubt if it does them any good to hear how you conduct your business!!

my question to you is HOW SOON DO YOU SHIP AFTER RECEIVING PAYPAL PAYMENT??
In this case,you said he sent partial payment and you have to wait for the remaining payment before you ship,but he can file complaint with paypal based on his first payment.
you dont have to wait 30 days to file complaint with paypal.

I think complaint should be filed within 30 days after payment is made,not after 30 days.
seller is expected to ship within 7 days after payment is received.
for intl sales,buyer can file complaint after 15 days,i think.
it can take up to 30 days for paypal to come to a conclusion.
