Buyer filed claim 5 days after the item actually shipped (and he received the shipment notification). However we shipped via USPS Economy Post. It's very unlikely that the item will arrive in 10 days (deadline for PayPal response... which is a refund or a tracking number). Of course, there is no tracking number attached to the item. Are we just dead in the water?

Yeah, pretty much you are dead in the water. That's the danger of selling to an international buyer using paypal. I've sold tons of stuff to people all over the world, and it's never been a problem.

Contact PayPal (do a reply to the email they sent informing you of the opening of the dispute) and inform them of the date the order was shipped and how it was shipped. Tell then that although there is no tracking available on the item you would appreciate a little patience in review process of this claim in order to allow for the additional time for an international shipment to arrive. At that point your chances are at least 50/50. You need to keep in contact with the bidder to see if the item has arrived yet and let PayPal know when they repot that it has arrived. Basically you are now at the mercy of the honor of your bidder.
I just had PayPal reverse a payment on an order that had been returned and reshipped. Luckily the bidder was honest and the day after PayPal refunded her payment she let me know that the order had arrived and resent her payment.

Wait.... Economy Post... Is that surface? If so, kiss your funds goodbye. NEVER ship surface oversees on a PayPal payment.

where is the bidder?does she know you are shipping eco ?did she pay you for first class air??
does she know it takes longer for eco to arrive?
If she knows it would take longer and still file for complaint,she is looking for freebie?
If she paid you for first class air and you pocket the diff by shipping eco,then you have no one to blame but yourself.
Paypal has this automated,in 7 days it will be looking for any DC number your enter,if there is none,she gets her money back.
If you enter a good DC number,it will keep checking to see if it has been delivered.
There is no human intervention.

I know all about the dangers of shipping to international PayPal buyers. However I "just work here" and don't set policy (I warned them a while ago, that's all I can really do). I've already contacted the buyer, he seems to think that we promised to ship via FedEx (even though we mention in our descriptions that is the USA shipping cost only and we ship via USPS). I'll contact PayPal as suggested.
