My auction :
http://cgi.ebay.com/ws/eBayISAPI.dll?ViewItem&item=6174994476

is limited to US buyers only. So how did a Croatian buyer win and how do I cancel and file for FVF?

Thanks.

Same way I had a Malasian buyer win on a US only auction. They register with a U.S. address. It's their way of getting around the rules. I emailed eBay and all I got was a canned response that I should sell internationally. Well, duh, I do. Just not to Malaysia. I ended up insisting on a money order and he sends a check. It's drawn on a U.S. bank from a U.S. state. Certainly, I'm waiting for it to clear before I ship.

Neglus, I dont know if theres a way to wrap it up right here and now. I think you have to wait and file the dispute process thing.

These things weigh a TON. The only way I can ship for $7.70 is by using Flat Rate PRiority. I can't even guess how much it would cost to ship to Croatia. I have no problems selling to Croatians (he said he would send cash) but don't want to mess with the shipping.

He didn't use a US address. This is what it says on the payment details:

Buyer: hot2302 ( 9 )

Location: Croatia, Republic of* (for shipping calculations)
* Please confirm with the buyer.

Did I write up the listing wrong?

Interesting aside - he said Croatians can't use PayPal (so maybe PayPal is not allowing high risk countries to participate?)

You should be able to file an unpaid item dispute now, although you may have to wait 7 days to do it.I'm not sure about the wait period, but I think it's the same as if he were a NARU bidder. Check the reason as being he is from a country you don't ship to. Your refund should be immediate.

He probably thought you said you sell to the US & Croatia, not Canada. They're easy to mix up.

Why not just send it to him? Go to USPS.com, calculate shipping, and tell him how much money to send. It's not that difficult. make sure he knows that any loss in the mail is his problem.

Thanks all for the help. I "cancelled the transaction by mutual consent" and already have my fees back. I don't think the buyer wanted to pay high shipping rates to Croatia either - I guess he thought it would be $7.70 worldwide lol .

I went to live help and asked how he was able to bid when the item was listed as US only ...it seems that there is no system in place for ebay to prevent bids (of course this is what live help said so who knows if it is true or not!!). Maureen (the customer service rep) said that you have to put the foreign bidder block on to stop bidders from outside the US from bidding (and this would apply to all of my listings). I am not about to do that since a good percentage of my sales are outside the US!

On many of my consignment auctions, the seller will want to sell in the USA only. I have found that your listing only shows up on the USA site, but if a bidder from another country is searching on the USA site, they can bid. Clicking the USA does not prevent foreign bids, just keeps the listing on the USA site only.
