Near, Paypal has it. You just have to click the box with the arrow to select first class, parcel post, or media mail where (I think) it says "TYPE OF SERVICE" or something like that.
USPS.COM does not offer it. Click and ship (which is different than USPS.com) so you have download some software - and to me, its way to convoluted to figure out how to use it.

I've shipped using Parcel Post, First Class and Priority mail through Paypal even if the buyer didn't pay with Paypal.
The drop down box that shows "Priority" under "Method" will also have other options. I think that Priority is the default option and if you click on the right side of the box, you can choose other options.
You also have to click on "Package/Thick envelope" under "Package type".

The only way that I have found to use Paypal for postage on non Paypal buyers is through "My Ebay" "Action" drop down box where it has the "contact buyer, sell similar, etc.". I think that it is the "print shipping label" option and it takes you to Paypal. I used it for non Paypal payers on shipments about 2 weeks ago so I know it's there somewhere.

So those boxes in My eBay are good for something then!
I'm starting a big project here (hopefully I'll go through with it! ) and will need to use first class postage,and I've never seen it anywhere, well, endicia may have had it, but I cancelled them, once PayPal and Click n Ship had online postage, why pay the fees for endica?
