I apologize if this has been asked before but I can't find a thread that covers this topic.
"Seller Responsibilities. If the buyer claims that the item was not received, you must be able to prove that the item was delivered by providing PayPal with an online-tracking number that shows evidence of delivery."
I read the above on the paypal website. If I send an item to a buyer insured, if I'm reading this correctly, I also need to use DC, correct? USPS insurance isn't trackable online by paypal so even though the buyer signs for it, how would I prove to paypal that it was delivered unless I also use DC?

BUT, them's be da rules!
Although DC is NOT true tracking, PayPal accepts it as ONLINE TRACKING for items under $250 (? or is it $200 now?) -- OVER that DOLLAR AMOUNT, you must use SIGNATURE CONFIRMATION...
Course, if ya ship PRIORITY MAIL & use ELECTRONIC DC, the cost is ZERO for the DC, so, who cares?
