A couple of days ago, a buyer paid by Paypal, and I got the verification saying it was complete. Buyer asked me to hold the package because she wanted to bid on another item. She sent me an email this morning to say that her wallet had been stolen, so she had cancelled her credit cards, and she thinks the Paypal payment will no longer be valid. I thought when is says "completed" it had already gone through. Do I need to refund it so that she can pay directly from her bank account?

when she reported her credit cards have been stolen,her cc company would tell her to review her cc statement when it arrives and pay those transactions which are legit.
She is not off the hook .
But for your portection,I would not ship yet.
You could hit the Paypal refund button (depends on how long ago is the payment made) and ask her to send you a money order.

If she had wanted to cheat you, she wouldn't have contacted you after cancelling her credit card (unless she's way stupid). If it were me, personally, I would ship but make sure to follow PP's seller protection policy to the letter, and keep a copy of her email.

I am quite sure she is honest. She told me I can refund the payment and she will pay directly from her bank account. I am just wondering if I need to do that.

Nope. Paypal doesn't actually complete the credit card transaction until a few days later. That is the main reason why PayPal is so unsafe to accept. It can be a good card when signing up with it, but can be dumped the next day and PayPal will OK the transaction everytime.
