Had a new seller tell me her pay pal account was frozen because she was caught shill bidding on ebay. Is that true?

if the high bidder complains to Paypal -because she shill bidded on her own item ,he paid too much.
It is possible altho I have never heard of such case.

I there were caught shill bidding, I'd think they would freeze their ebay account first.
