Just my personal experience here: I've never been hurt or stung by shipping where a buyer wants an item shipped. Maybe I've just been lucky, or maybe the kind of stuff I sell (books and collectibles, not high-end stuff) just doesn't draw the scam artists.
Occasionally I've e-mailed the buyer to verify that the shipping address will be different (or if PayPal says it's an "unconfirmed address," but not always.
As I said, maybe I've just been lucky, and I must say that I'd be much more careful with items over, say, $100--which doesn't happen very often for me!

I think a lot of your decision would have to do with the type of items you sell. If you sell in a category that has a lot of flakes and NPB's, then you need to state in your TOS that you will ship to confirmed addresses only. But you also need to realize that this time of year, people will be buying items as gifts and requests to ship to a different address will rise. If you sell lower priced items in a fairly safe category, especially items that would be popular as gifts, you might want to readjust your risk tolerance factor until after Christmas.

Just ask yourself one question ...where would YOU rather spend the winter ... SD or MA??? Minnesota is bad enough - SD is DEADLY
