eBay to Dip into PayPal Accounts of Deadbeat Sellers

eBay said it is making changes to its User Agreement, including the addition
of a policy allowing it to collect overdue balances (more than 180 days old)
from its seller's PayPal accounts. The new policy is effective immediately
for new registered accounts and takes effect for users with an existing eBay
account on February 1, 2006.

Now, what would be impressive is if they would somehow come up with a way to place a hold on a PayPal balance when a bidder places their bid -- or some sort of what to help move the purchase process along (and seriously minimize those deadbeats everyone hates here -- the buyers who don't "buy" anything...

Since so-called "deadbeat sellers" have their selling accounts frozen LONG before it ever gets to the 180-day stage, eBay must be thinking they're using their PayPal accounts for non-eBay transactions.
I'm just trying to think what those might be.
Hey, if "deadbeat sellers" are doing good business elsewhere using PayPal, I sure want to know where.
