We would now want to prevent someone from legitimately filing a complaint.

When is Paypal going to get the clue and realize their system is broken? We all have a Paypal horror story of being ripped off - how can a buyer file a complaint within minutes of the payment that is valid?
Definitely a Freudian slip on Paypal's part!

I had someone who I had to file a NPB against. They paid upon receiving notification. I packed and shipped, sending them the tracking number. Within 5 minutes of sending them the tracking number, they email and say that they want to return it; it's a fake (BTW, I know it wasn't).
Not only did PP rule in their favor, but of course I couldn't get my FVF back because I had already done a UPI once.
