This is just too kool!

Item shipped Global Priority to the UK. HAs not arrived yet, but I love the play by play.

Yes the new scanning requirements of the USPS are very nice. They are required to scan all customs forms now out going and incoming. Only problem I have found is that some post offices don't even know about the new reg's and have had to show them on their own website or in the Postal Bulletin that they get what the new standards are. But it is great, most of my international Parcel Post (either air or surface) packages I have checked within the last week all have tracking which I can veiw online. At least we got something with the postage increase.

I just hope they remember to do the scans - I stopped using delivery confirmation because 1/2 the time it was never scanned after it left my post office.

I am working on the "I hope they scan it" with the PMG's office. See my rather long post in the post titled "Need Help With Paypal Postage Printing" about this and other new USPS regs and standards.

Does the tracking only work with form 2976-A or will it also work with the small green custsoms form - Form 2976 (CN 22).

I dont think Paypal is going to pick up the information from USPS website,to make it trackable,it has to be automated ,not a bunch of narratives which said it has gone from here to there,it has to show like the DC that it has been scanned by the local post office or at the bidder's front door.

They are required to scan both customs forms now, the large 2976-A and the small green CP 72. They should be scanned at every major event from acceptance at PO to the last event which is delivery.

what I am trying to say is that USPS may scan but Paypal has to pick up the code and that code has to be convincing that it has been delivered to the buyer/
Also in case of chargeback,the credit card issuer has to be convinced that this is proof of delivery.
So far we have not heard from Paypal.

I think I'm getting congused but that's not hard some day's The number that PayPal would use to confirm delivery is the Customs form number. It is entered on the USPS website in the track and confirm just like a delivery confirmation number. Shows the same kind of info to, that being that is accepted at the PO, where it went in transit and when it is delivered. The new scanning reg's are not only for the US. This was a aggrement made by the United Postal Union( which is the committee that handles international mail) in 2004 to be implemented in 2006 . For countries that do not have bar code scanners they must enter the number manually into their system, just like the USPS must enter incoming parcels that do not have a barcode manually.

I bot some items from Canada ,they were shipped express mail by their post office,there is a number which is trackable on Canadian website showing it has left Candada and arrived at destination country,then when it was delivered to me,it showed it has been delivered.
so far so good on the Canadian website.
But if you try to key in their tracking number on our USPS website,it said this is an invalid number.
I recall some postal worker once told me foreign tracking number once it enters this country gets altered,does any one know more about this??
So,if your intl buyer bot an item from you and use Paypal ,and Paypal accesses USPS website,would this satisfy your buyer?And if he files chargeback with his cc issuer in his own country,would his issuer be happy with what shows in USPS website??
I cant imagine Paypal will program its system to access every country's postal website!!

Mike - It's the Universal Postal Union. If anyone wants to know the proper way to address foreign shipments - they have an invaluable site:

It's been a help to us - making sure we address the label the way a specific country wants it addressed - and not the way (sometimes) our buyers provide the address to us...

It will put my worries to rest when the address components show up in one order on the Paypal notice and another on the Vendio fields.

Yes, that's what I ment. Go to USPS.com, at the top right in the red bar you will see a link for track and confirm, click this link. Place your customs form number in here. The customs forms numbers are now used as a tracking number.

well,I sent a Global Priority envelope to Aussieland on 1/19/06.
When I keyed in the Global tracking number,it said it has been entered in houston facility,but if I key in the US customs green form,it said number not found?
how soon does the customs number show up??

(BTW: i'm not talking about the CUSTOMS number, but the GPM number...)

This is why I could never figure out WHY GPM had a NUMBER to begin with -- iffen it donna TRACK, who cares about the number...??

The problem I have found is that most postal employee's are not aware of the new scanning requirements for international packages. There is a rather long thread on this in this forum started about a week or two ago about the new USPS provided indemnity coverage, new international shipping regulations and postal scanning requirements. I have written a letter to the Postmaster Generals office in Washington DC to inform them of their employee's (how shal we say) lack of knoledge and I await their reply. I would suggest printing out both of them and giving them to your postal employee if they give you a hard time about scanning the customs form bar codes. Unfornatually they just don't know about the new requirements.

Scanning Requirements for Global Express Mail and for Air, Surface/Economy, and Insured Parcel Post Items:

All inbound and outbound Global Express Mail® (EMS®) and air, surface/economy, and insured international parcel post items must be scanned or manually entered at retail acceptance and/or delivery. Scanning information allows the Postal ServiceTM to provide customers with mail status information via the Product Tracking System and to respond to customer inquiries in a prompt and cost-effective manner.

Effective January 1, 2006, the following scan events, as appropriate, need to be provided for all international parcels (both air and surface parcels):

• Inbound Arrival (AR).

• Attempted Delivery (02).

• Refused (04).

• Undeliverable as Addressed (05).

• Return to Sender (09).

• Dead Letter (11).

• Final Delivery (03).

• Signature on Delivery.

Also effective January 1, 2006, the Postal Service will be liable for loss, damage, or rifling for all ordinary (which is identified by the Customs label) and insured parcels sent to and from the United States. Accurate acceptance and delivery scanning information is essential for appropriate Postal Service handling of indemnity claims and to prevent revenue loss.

For international EMS items and parcels, remember to scan and follow all prompts before getting the signature from the addressee. Specifically, remember to do the following:

• Scan the barcode or, if a barcode is unavailable or unreadable, enter the article number manually.

• Enter the appropriate event.

• Follow the prompts on your scanner screen.

• Obtain the recipient's signature.

• Scan the barcode on PS Form 3849, Delivery Notice/Reminder/Receipt, with the recipient's signature.

Retail employees are also reminded to use the handheld scanner to capture the above information for "left-notice" parcels and for parcels that customers pick up from Post Office box addresses.

Some countries may place on the parcel a nonbarcoded label or a stamped endorsement with a handwritten article number. Under these circumstances, follow the manual entry procedures to enter the data into your scanner.

Following the procedures above will help improve customer service and reduce potential liability for missing scan data. Your assistance in obtaining this scan data is appreciated.

Tom,
I dont know if the Global priority number is trackable to the consumers,i know the post office use it.
But I just key it in and it said it has been accepted at the houston facility,will post more if I have more to post.
If nothing else is posted,at least so far it shows it has been shipped,for whatever it is worth??
EMS is too expensive but part of it has to do with insurance.

Has anyone had a CN22 customs number that shows up in the tracking? (the small form)
It looks like the new scanning requirements are only for parcel post, not letter post.

I mailed to France by Global Priority, small flat rate envelope, a few days ago. I did not address with PayPal, or use the USPS site. I just used a regular address label, with a CN22.

Both the CN22 and GPM envelope label are track-able. When I use either label, the USPS site provides the latest available info. I was able to track the label from CA. The item left NY and is somewhere on the way to France.

As far as I understand it, the scanning requirements are for Parcel Post only and not letter mail items. If you can track a letter post item I think they just scanned the barcode when they did not have to. Kind of like I can often track a domestic package on the USPS website that only has delivery confirmation on it, some times they scan the barcode, sometimes not.

It just dawn on me all that intl tracking with customs forms number,Global priority number is nice but means nothing if Paypal cannot convince the credit card issuer that this is proof of delivery.
Until we hear it from Paypal,we should not assume there is seller protection just because we have the customs forms number memorised by heart!!

It may not mean anything to PayPal, but it means something to the seller and USPS since USPS now includes $100 worth of insurance coverage.

As a seller, you now know that you are protected up to that amount. But remember, the USPS only pays claims on item value and does not cover the postage cost if I remember correctly.

That means the $25 widge that costs you $35 to ship is still only covered for $25.

I'm sure someone will correct me if I am wrong
