Here's what I found.
For a buyer who has gone through Checkout and selected "will send payment" rather than paid with PayPal, you can choose Send Reminder Invoice. It's a choice on the dropdown Action menu in the "Sold" section of My feeBay.
The choices on the dropdown Action menu vary according to what state eBay thinks this auction is in. If your buyer paid with PayPal but you later had to refund for some reason, you can choose Unmark as Payment Received, then you should be able to Send Reminder Invoice.

From an old thread, here's how to send the old reminder notice if it's been more than 3 days since the original invoice. I still use it from time to time.

I remember a few days back there was a post on the board asking about how to leave an eBay Payment Reminder (it seemed to have disappeared since they started the Unpaid Item process). Anyhow... I was looking through some of my bookmarks.... and I found the following link:
If you use this link... it will still let you send payment reminders to your bidders. Just replace the YOUR_ID with your ebay user ID and replace the YOUR_ITEM_NUMBER with whatever your item number is. I just used the link on a few of my bidders... so I know it still works. Hope that helps!
