It's a military post office address for the U.S. Navy. It's for someone who is stationed overseas. You can send the item via priority mail. The cost will be the same as to San Francisco. You will not be able to use delivery confirmation and you must use a customs form.

I forgot to mention, on the customs form make a notation that reads "personal property of a member of the armed forces of the United States". My local postmaster told me about that several years ago. Supposedly it helps expedite the package through a bureaucratic bottleneck that can occur in a few instances.

US Armed Forces Pacific - probably stationed in Hawaii, Okinawa, or (sound of chattering teeth!) South Korea DMZ. If you want precise location ask at any Chinese or Russian embassy for the commercial attache...
