I am going to try something and need your expertise first. Can I list a rare record for US buyers. Restricting bidders to US only BUT allow only specific international bidders only? such as my having to preapprove them first?

You should be able to - by adding those "approved" to a list similar to your Blocked Bidder List.

Go to the Buyer Requirements Exemption List page.
Enter the User IDs of the eBay members you want to exempt from buyer requirements.
Click the Submit button.

Oh My Goodness! As soon as I put the darn thing up, it has 2 watchers!--- Hey! This doesn't make sense! How can it have 2 watchers with only 1 view count!

Toast, you are funny. Thanks again for you invaluable help and spotting that stupid error. I have to calm down and be more careful when cutting and pasting
I was able to research a about 80 records this morning. A few are pretty high dollar items. I am now off to take the fotos!
