First time this has happened to me in 6 years. I was selling a book and the winning bidder is in Switzerland and only speaks Swiss or German or whatever. The invoice is in the foreign language as is their email to me. I have checked thoroughly and they do not have a US shipping address nor have they bought anything where the feedback has been in English.
How, or can I file for final value credit without going through the whole unpaid item process as I don't speak their language nor do I ship to Switzerland.
Any help would be appreciated!!

Capo, does your auction state that you do not ship International or to Switzerland?
If so, you can file for FVF with no problem.
If not, the fun is just starting.

I know I've seen it somewhere but they have made it darn hard to find!
Restricted bidding
"Buyers who do not meet the seller’s terms as outlined in the item listing are not permitted to bid on or buy the item. In addition, buyers are not permitted to place bids or purchase items with the primary intent of disrupting a listing. This is known as unwelcome and malicious buying."
Unwelcome buying There is a link to report the incident. Perhaps then eBay initiates the FVF process? I haven;t used it, but hopefully there will be someone here soon who can tell you.
In the mean time, I would send the buyer an email, in English, stating that you do not ship international. Also be sure and check that you have international bidding blocked in your Seller's Preferences. If you do, then it means the buyer had logged into ebay US to bid.

Swiss and Japanese are the best customers you will ever find on this planet!
Swiss speaks high German,English and some Italian.

Sadly, that DON'T count unless you have NON-USA bidders blocked either at the SELL-YOUR-ITEM listing page level, or in yer PREFERENCES!
IOW: if you just STATE in yer listing "USA ONLY" that don't mean JACK unless you also BLOCKED non-USA bidders...
IF YOU DID BLOCK NON-USA BIDDERS, then getting an IMMEDIATE FVF REFUND is easy as pie!
JUST start an UNPAID ITEM PROCESS and one of the choices in the second box will be sumptin like: "Buyer wants my item shipped to a country I don't ship to" -- EBAY will give you an IMMEDIATE REFUND, but only if you had blocked non-USA bidders!
BUT...
IF YOU DID NOT BLOCK NON-USA BIDDERS,
then you have to go through the 7DAY + 8 DAY BALONEY!

Here's an easy way to tell if yer listing is TRULY USA ONLY:
LOOK at the TOP of yer auction -- see where it says: "SHIPS TO?"
IF it says: USA, yer all set -- just file for REFUND like I described above...
HOWEVER, if it states: "WORLDWIDE," ye be stuck with the waiting game...

Capo - In case you change your mind and decide to sell to your buyer we can help with translation. My DH is Swiss - and hwa is right - you won't meet better, more responsible buyers.

The buyer did contact me in English thank goodness and was very pleasant. She did say that she hadn't really looked closely enough at the auction to see that I only ship to US because she wanted the item so badly that she just jumped on it. My fault as well as I did not block international bidders through Preferences. As she is more than willing to pay all shipping charges I may have just picked up a new customer. I don't mind shipping to other countries it's just that I've had problems in the past.
We'll see how it goes - Thanks for all the input.

Glad it all worked out okay. Most Swiss understand three or more languages including English and their banking system is world class.
