I thought about joining this group called National Non-paying Bidder List - www.NNPBL.com. Is anyone a member and if so would you recomend it to others?

Non paying bidders are a moving target. You would find yourself constantly updating the list and that would take a lot of time.
I would rather spend my time cultivating paying bidders and dealing with the few NPB's by reporting them.

Doubt anyone here is a member as we all pay our way on eBay - so we are Paying Bidders as opposed to the NPB variety.
As anyone can open a new eBay account under a new name (eBay does no user verification) at any time, those names on the National Non-paying Bidder List have little value. NPBers routinely discard an account once it's either NARU'd or has too many negatives. Basically a waste of time and money.
Fortunately some other auction sites do verify users before they can bid or sell...
