This is a new one to me. I sent a package with DC and insurance after a Paypal payment. I just got it back with the explanation that the package was refused. When I looked on the USPS website for the tracking info, it says the package was refused and was being returned to sender. What do I do now?? The buyer has not contacted me. The address is correct. If she wants a refund, I don't think I should have to refund the postage. Thoughts???

She paid via PayPal. She has not contacted me at all yet. The package was sent on 10/24, but I have not heard anything from the buyer about this transaction.

I agree. Wait until they contact you or you receive the package back. Don't do anything with paypal yet. Could be a wrong address. Don't make any hasty decisions that you may regret later.

I distinguish between returned and refused packages.
Returned packages - I contact the buyer right away, to find out why the package was returned to me as undeliverable. Usually, it is something as simple as they had the wrong address on file, or they recently moved.
Refused packages - I put them in a pile and don't contact the buyer at all. If they contact me, I will ask why they refused it, and if they want a refund, they get a refund minus shipping expenses (and if it is a media mail package, that means shipping both ways) - Oddly enough, very few people who have refused packages ever contact me. I hold onto them for several months, and place the item back up for sale. It seems very odd.

Ebayvet, thanks for the advise and past practice. The DC says refused and the address appears to be correct on all of my records. I will wait and see what happens.
