I have a personal free acct with paypal. Stupid me left my original email address on the account. I have an unverified credit card payment sitting there pending. I can't accept it until I upgrade (payment amount $16.00) I can't deny it due to paypal's new policy of sellers must accept all forms of payment. I have now taken my email address off of the acct. I have also notified the buyer that I do NOT accept paypal payments. Now what?

If you do not ship the item in 7 days,your buyer can file complaint saying item not received and Paypal will take that 16 dollars away from you.

Have you tried just adding another email address, waiting for it to "verify", then deleting the original, wrong email address?
When I left the wrong email address in a series of auction listings on an account I rarely sell through. I was able to work with my ISP on this one and have my "old" email address messages forwarded to me for a couple of days in order to get the verification from PayPal on the old address.
As you have a current address, you might try adding the current address to receive the 'verification'. Once your transaction is completed, you can cancel the old address in PayPal...and make the necessary changes in your listings.
Frankly, I don't know how many addresses you can have with PayPal on a "Personal Account". I upgraded years ago and have long forgotten the limitations on a personal account..

I called paypal and was able to resolve part of it. I now can get into my account, my seller's email address is now off and only email addresses I use to buy with are still on it. I have no way to refund the credit card payment that's sitting there. The paypal rep (He was really nice) said that after 30 days it would be refunded to the buyer. Oh boy! I get this one buyer ain't gonna be too happy.

Ask the buyer to cancel the transaction through her CC and ask her to mail you a check. Since it's only $16 and if she has good FB, you might consider shipping in advance of receiving payment.

I have 5 email addresses on my PP but am a merchant or business account. Back when I was selling lots of stuff at good prices I quickly went over the personal limit and had to sign up for the business account due to the limits they started back then on how much money you could collect.--What a PITA but at least I got the PP credit card or debit card that is real nice to have.
Do they have you locked out? or can you refund the payment, wait it is pending looks like they have you by the ying yang. guess buyer has to cancel it.

Bite the bullet and upgrade to the business account.
Consider it your first step in giving yourself permission to make some serious money.

How does the buyer cancel her cc transaction?
Thru chargeback .
There is a $10 dollars fee Paypal will levy on the seller.

I thought there was a 10 day wiat for credit card payments to go through or they were credited or what ever you call it after that time if not accepted or transacted. That is what a PP rep told me once about a credit card transaction if not completed in 10 days it went back. but that was a while back.

!!! Don't Panic !!!
You don't need to do anything since you don't accept Paypal and your buyer made the mistake of assuming you do. Buyer can easily cancel the payment from their end. Ask them to send proper payment in whichever form(s) you accept.
