I just got this in my email. They sent out something similar last year, but said it was recommended or optional. They aren't saying that in this message.

Please note that you may continue to use a credit card for “expedited” mail such as Priority Mail, Express Mail, Global Express Mail, Global Priority Mail and Global Air-Parcel Post without any change in the way you do business with Endicia.

It's there way of stating that they don't wish to raise fees on your account, but if you continue to use a credit card on the low dollar items, they will have no choice.
