On Dec 6th, I won a comforter on eBay for $26.49. It was a really cheap price for a really nice comforter. Anyway about 3 weeks later, I still hadn’t received it and after no response from the seller, started the dispute process with PayPal. After waiting a couple more weeks, I was finally able to officially dispute it and thought that was that.

This morning I receive an email from PayPal stating:
"After careful review, this claim has been decided in your favor and $1.49 USD has been credited to your account.
This is the maximum amount covered by PayPal. If your claim was for more than the amount recovered, the outstanding balance is due from the seller and we will make our best effort to recover it for you."

What??? Why not refund the entire $26.49 for nonreceipt?

However no skin off my back because I always pay with a credit card in case crap like this happens.

But the good thing is I DID receive the comforter late yesterday afternoon via Fedex and had to sign a receipt. Guess the seller had too many complaints filed with PayPal because I noticed she had logged in several nondelivery negs on eBay since my purchase.

So actually I'm a happy camper but that's not the point. Why in the world would PayPal refund $1.49 instead of $26.49?

BTW – I'm giving PayPal a couple of days to see if they take back the $1.49 and will call if they don't.

sounds like you wiped out the sellers account with your claim ~ not enough of a cash balance to send you full refund.

I think they only cover you after the first $25.00. I may be wrong, but I think I read that somewhere in the many, many loopholes.

Zomin is right,there is not enough money in her account.But if she continues selling on Ebay and accept Paypal payments,her account will have new fund and Paypal will send you more as the payment comes into her account.
OOPS,since you have your comforter,you should really hit the return button and return the money.

I agree with hwahwa. Since you received the item, you should return the $1.49.

Well, this would really bite if I paid out of my checking account (and hadn't received it).

So obviously there's NO protection for a buyer who pays from their checking account for a nonreceived item if the seller cleans out their account.

Anyone who pays with their checking account would be a fool.

AND TO RESTATE AGAIN - "I'm giving PayPal a couple of days to see if they take back the $1.49 and will call if they don't."

The seller may have already started the process since she sent it returned receipt. REST ASSURED, if I don't hear from PayPal by the end of the week, I WILL call them.

Since Paypal has ruled,the case is closed and she may not be able to input her trackable DC without calling Paypal .
If you use your credit card instead of checking account,Paypal will do the same if she has no fund in her account.
Only if you go to your credit card issuer and file a dispute,then your credit card issuer will get the money for you from Paypal.
Sounds like she is a dropshipper and was having problem getting those comforters.

I used my CC listed with paypal (always do) to pay for a purchase that was grossly different from what I expected. The amount was 315.00 postage included.
PayPal was dragging their feet so I called my CC company & their first question was "What was the sellers return policy?"
She had none so they went ahead with the charge back. I received the full amount including postage.

So beware, if the seller says in their description "All sales final" look out, you are probably stuck.

I think there's a term for people who continue to shop on eBay ( "a really cheap price" ) then turn around and complain bitterly when it's not a full-price traditional retail experience.

Oh yes, I remember now. They're called bottomfeeders.

I was SO hoping fluffy would make an appearance on this thread to awe & illuminate us with her brilliant commentary!

Problem is, I’m not awed & illuminated in the least.

So how about this…to appease the gods, err I mean fluffy, how about from now on I start threads ONLY for those purchases that went without a hitch!

I’ll start now. Today UPS delivered a used Black Onyx Artisan KitchenAid mixer in mint condition. I won it on eBay at a great price, it was delivered timely, was packed well, seems to work perfectly, couldn’t asked for a most smoother sale!!! I’m positively giddy!

Now, does that make you feel better?

And one last thing...

So even though no one bid against me to up my bid to its maximum (and my maximum was certainly more than what I actually paid), just the shear fact that I got it at such a cheap price makes me a "bottomfeeder"?

If you re-read this thread again, my complaint was with PayPal, NOT the seller. And you know, after I saw all the recently-received negs the seller got, my thought was something bad happened to her. I sent her ONE email asking where my item was and when she didn't respond, I simply intiated the dispute process so as to get my money back. That's it. I didn't lose any sleep over it, and I chose not to leave her neg feedback.

BTW, I did email PayPal last night explaining that I DID receive the item and asked how they could "fix" this. Meaning that I owed her $1.49 AND I didn't want them taking out the remaining $25 from her PayPal balance to hand over to me. Hopefully they'll respond tonight on what I need to do.

fluffy, you are a very bitter & cynical person. Not exactly positive traits.

I'm not the one who's complaining.

I find my eBay buying experiences to be overwhelmingly positive, and I buy at least one item every day. I have reasonable expectations because I understand that eBay sellers are by and large ordinary people trying to make a few extra dollars selling out of their homes. I don't expect a Best Buy or Bed Bath and Beyond experience and am thus not surprised when it doesn't materialize.

Won an item on Dec 6th and received the item on Jan 30th,thats almost 2 months.

Fluffy: Sometimes I wonder if you're on eBay's payroll as a shill raver. In the last months, it seems to me you come into threads to defend eBay--and often to denigrate small buyers and sellers (small in the sense of low-cost).
