I personally don't like this. I think this will negatively impact any seller who is nice enough to leave feedback first. (are buyers required to leave Detailed Seller Ratings if they give feedback?)
As for the ratings:
Item Description - if a bidder doesn't like the description, they shouldn't be bidding in the first place.
Communication - sometimes little or no communication is best.
Shipping time - seller has no control how fast First Class or media Mail travels.
Shipping & Handling Charges - if a bidder doesn't like the shipping cost, they shouldn't be bidding in the first place (the vast majority of good sellers state the shipping cost).

Hi... I'm Brian Burke, Director for Global Feedback Policy. As eBay continues to grow, it is important that we continue to evolve the Feedback system to ensure it remains a credible measure of trust. For almost two years, eBay has been working on a new project to enhance our current reputation system. Feedback 2.0, which Bill Cobb announced at the eCommerce forum last January, adds a new dimension to eBay's premier online reputation system, allowing buyers to better rate and evaluate sellers on important aspects of a transaction.
In the next few days, buyers in Australia, Belgium, France, India, Ireland, Italy, Poland and the United Kingdom will be able to rate sellers on the four Detailed Seller Ratings we announced as part of Feedback 2.0.
Feedback 2.0 adds these new features:
Detailed Seller Ratings – In addition to the current positive, negative or neutral comment, buyers rate their sellers on specific transaction aspects -- Item Description, Communication, Shipping time and Shipping & Handling Charges. Scores are based on a conventional 1 to 5 scale, with 1 being the lowest and 5 the being the highest rating. The average score for each rating is displayed on the seller's Feedback Profile page.
Item Title and Price – To give buyers more information while they are evaluating the reputation of a seller, the transaction's item title and selling price will display beneath each Feedback comment on the Feedback Profile page for 90 days.
Detailed Seller Ratings and the other changes included in Feedback 2.0 do not replace the current Feedback system, rather they augment it. This additional information will enable our best sellers to differentiate themselves from other sellers and enable buyers to make more informed decisions prior to purchasing.
US Launch Plans
Currently, the US is expecting to launch Feedback 2.0 sometime in late spring. I'll provide more updates as we get closer to launch. Also, I recently did an interview with eBay's Chatter Blog team about Feedback 2.0, which I hope you'll check out for even more information about this project.

It is already hard enough to get buyers to leave feedback and I see more of them not doing so if it gets to be to intensive and they don't want to fill in that information. Everyone likes one click stuff already and don't want to bother reading the item descriptions as it is so what makes anyone think they will bother with reading the feedback and filling it in appropriately. Just another way of fixing a broken system with more cracks.

What I'd like to see is sellers being able to rate buyers on their communication skills, speed of payment, ability to read and understand seller's terms, etc. This way we'd be able to better police the eBay market place and keep bad buyers from bidding on our listings.

I live in Canada, and most of my buyers are US or International, so my packages can take a while to arrive. I can see this causing me problems.

I'll chime in here. I'm listing more and more books on Amazon, with decent success, and this feedback 2.0 of eBay's looks a lot like Amazon's. I'd guess perhaps 20% of my buyers take the trouble to leave feedback. However, I discovered after a very unfair one which left me 3 out of 5 stars because of slow media mail shipping!!! that I could leave return feedback. That was fun.
I'd fully expect that the eBay feedbacks would just *trickle* in under a 5-point system, and if eBay doesn't let us leave similar feedback in return, it's VERY unfair.
Question: Whatever happened to eBay's plan to charge people to search in "completed" auctions? Is that still in the works or abandoned?

Shhh Roady, don't remind them they wanted to charge for closed searches. My biggest problem with the new 2.0 is I will probably lose my 100% positive feedback going back to 1998 because of some dumb little thing that is out of my control, like the speed of the Post Office. Oh well, feebay will pretty much do whatever it wants too and I do make gas and grocery money just fine.
