If I'm not mistaken - Canada paypal payment can now be confirmed - right?
So if I want to accept the payment via paypal - I can but it must be on line track able. Is registered mail the only way to do that and can I register any international pack or must it go a certain way?

Here's my last shipping label with apparent on line delivery confirmation through PP. Sent airmail letter post. I never looked while it was in transit but imagine it works just like US -- ie. no info until it's delivered.

Label/Receipt Number: CP08 6812 600U S (Customs label number)
Detailed Results:

* Delivered Abroad, March 07, 2007, 8:14 pm, CANADA
* Attempted Delivery Abroad, March 07, 2007, 9:20 am, CANADA
* At Foreign Delivery Unit, March 07, 2007, 8:34 am, CANADA
* Out of Foreign Customs, March 06, 2007, 4:10 pm, CANADA
* Arrived Abroad, March 03, 2007, 2:22 pm, CANADA
* International Dispatch, March 02, 2007, 9:51 am, N. J. BULK

This is meaningless when it comes to Paypal seller protection.
