I am trying to relist an item right now that ended w/ no bids (twice). So, because it won't qualify for listing fee refund on this relist I'm working up, at ebay, i clicked the 'sell similar'... i WANT to put an auction price on it, and have the "best offer" enabled on it, but I cannot find on my listing screen anywhere to do that! Can any of you help me figure that out please?

You can't offer BO with auction format - only fixed price.
