Petedge.com has good prices (look through the sale and "best buy" items) but charges a service fee on orders under $60. If she's planning on order lots of toys, that may not be a problem.
Stay away from super-cheap rope toys. They don't last and tend to make HORRIBLE messes when shredded--rope strands everywhere, and yes, those rope strands can cause major problems if ingested.
