My auctions clearly state I do not ship to countries other than USA, Canada, and UK... due to Paypal's Seller Protection Policy.

China Bidder uses a USA registered account to bid (would have been blocked if it was registered China). Sends me a Paypal payment with China address (paypal processed it for some reason though it should have been blocked too). I refund money telling bidder reasons mentioned above and that if they have a paypal USA confirmed account, I can ship it to their USA address. Bidder emails me an USA address, but then attempts to make payment with same account. Bidder gets mad at me b/c the payment wouldn't go through.

I offer payment options including a Postal Money Order. Bidder refuses both methods. I cite they are still responsible for payment. They claim that b/c I "refused" their paypal payment that I am making it "impossible" for them to pay for the item... they want to pay, but only using paypal.

I explain to them that I have accomodated their bid, and sent them direct documentation from Paypal regarding the Seller Protection Policy and I simply cannot accept their Chinese payment (it probably contains lead).

They then threaten me with a law suit if I file a Non-Payment warning against them. I could care less about their threats... but I am pretty ticked by this whole fiasco and really really really want them to get non-payment warning, especially now that they threatened me and the simple fact that ALL of my Terms are clearly stated in the auction description.

Would you file this as a NPB, or would you let them off on the technicality that they are either attempting to have it shipped to a country I don't ship to, or using a payment method I don't accept? The last two doesn't get them the NPB.

I wouldn't waste anymore time on this person. I would report as not adhering to your terms of service and move on.

Tell the buyer to take a hike to China. Your in control, play by your rules.

This exposes one of PayPal's major flaws. If you want to accept PayPal for Canada and the UK, you MUST accept payments from all countries.

For this reason, I do not accept PayPal from any international customers. Only USA. I then send a Google invoice to all international buyers and 99% of the time, complete the transaction. It offers your customer and yourself much better safety to complete the transaction over PayPal anyway.

I dont think Google tackles Chinese credit cards.
You know Chinese are good at hoarding greenback,he may just have some cash with him which he can send you,but then you are worried about lead!
Well,ask him to taint it with antibiotics or insecticides,that would neutralise the lead.

wait,is this bidder an American expatriate homesick and lonely in a faraway land?
If so,ask his parents or siblings in US to send you a money order .

I should clarify this-
I tried to pay my Chinese vendor with credit card using Google checkout and he said it does not work on his end.
Are you saying Chinese can use his credit card to pay us through Google/

File a NPB - you will be fine.
Stone - Can you tell me where it is stated that "If you want to accept PayPal for Canada and the UK, you MUST accept payments from all countries."
I don't think ebay or paypal can make you ship to an unconfirmed address and with your statement that is what they would be doing.
Canada and UK can be confirmed but not other international payments.

Stone might have stated it a bit strongly. You cannot be forced to accept non-US payments, but there are only two choices in each of the two categories:

Block payments from US users who aren't confirmed

US-only or International

So, if you accept Canada, for example, you will have to refund French payments (as PayPal won't block them for you).

OK but that just the set up for paypal. No where that I've ever found does ebay or paypal REQUIRE you to ship to an unconfirmed address.

I still have the right to refuse to ship on any paypal payment I don't feel good about accepting. Right? As long as you have your requirements are listed in your TOS you should be fine.

When ebay takes the option away from us that's when I say bye bye. Sadly I see that coming.

AMZN Marketplace sellers have to accept payments thru their One Click system.
One click does the screening and block certain countries deemed high risk such as Thailand.
I am sure some Eastern European countries and Nigeria are on the list as well.
But if AMZN asks you to ship an order and it turns out to be bad,it does have a seller protection program.

That's most likely do to the fact this seller don't want to accept Google Payments. Much like we won't accept PayPal from them. I generally don't buy so I cannot say with 100% certanty on that situation. However, you can absolutely accept payments from China.
