It was sandwiched in the fee / feedback change announcement under "Safe Payments Policy"
Safe Payments Requirements
Last January, Bill announced that all new sellers would be required to offer PayPal or a merchant credit card as a safe payment option. This requirement gives buyers a higher degree of protection when transacting with sellers who have little or no track record.
This year we're expanding this requirement to the following sellers:
* a small number of sellers who have the worst buyer dissatisfaction rates
* sellers with less than 100 feedback
* sellers who list in certain categories with higher rates of buyer complaints.
Also, for a small number of these transactions paid with PayPal, when eBay suspects the transaction may result in a dissatisfied customer, PayPal will delay release of the payment funds to the seller until the buyer has left a positive feedback or 21 days have passed without a dispute.
I'd like to put context around this last detail for our good sellers: Sellers with an established track record and more than 95 percent satisfied buyers in the last 30 days will not have funds held. And, sellers on eBay will continue to receive the vast majority of payment funds much faster than other marketplaces.

So, I won't be affected, (way over 100 feedback), unless they determine the deal might be "fishy" or if I list in "certain categories"? Which ones will those be? Seriously, ebay SUCKS!

I would think those categories are electronics goods and precious metal (coins).
So many sellers are just showing a stock photo.

They haven't said...xbox & play station 1-day auctions around the holidays come to mind (especially the ones for the empty box I hope!)....

The problem is NOT that some sellers are shady...
The problem is that there are NO rules that you can rely on...
Basically, feeBay & PaySmell are saying: "We will screw you over anytime we like for JUST reason or NO reason, just because we CAN, &, iffen ya don't like it, then don't let the door hit yer tush on the way out..."
It's massive corporate HUBRIS not seen since the 1960's in DETRIOT, when automakers actually designed their cars to fall apart after 4 years so consumers would have to buy NEW ones!
I wonder why the little guy (or thousands of them) don't matter or can't make a difference (at least to some here, who say we will never have a say). Throw the queen overboard and all of her jesters as well.
