I was thinking 1910, but the tactile feeling of the card threw me off -- it's almost "glossy," and none of the cards I've handled from way back feel like this one?
Is it a PHOTO? A COLOR TINTED PHOTO? Or just yer run of the mill one-eyed one-horned purple people eater?

It's a chormolith or litho-chrome (I've seen it both ways). I am lately just calling them "divided back". If it is really glossy like varnish it may have a gelatine coating.
It isn't a photo or tinted photo. It's a view card and probably collectible (I haven't seen that one before and I swear I've seen every Atlantic City NJ etc postcard ever printed). It would be cross collectable for Ocean City, steamboat and Penn RR collectors

Wow, Bregmanl, I would have dated it earlier than that. It looks like pre-WWI to me - perhaps made in Germany? How did you come to the 1930's?
