Non paying bidder waits until the "big change" to leave negative feedback hoping to escape what is due to him. I tried to play nice, even when he threatened to sue me all the way from China. The whole reason for his NPB warning was that my terms state I don't ship Internationally to China b/c of Paypal's Seller Protection policy, and have a block on International bids... but b/c he had an American ebay account, he bid anyways... then tried to force me to accept his paypal payment without a confirmed address and ship his item to China.
Ironic that he waited until now to do so, hoping I couldn't do anything about it. I had already filed the FVF, but didn't leave feedback until today.

I was wondering about this type of situation as well.
If you file a NPB and then they pay, you ship and the next thing you know, you have a negative or poor SRD. Will ebay do anything for the seller in this case?? Will we have the option not to accept the payment once we have filed the NPB? I know most buyers won't be so petty but I'm thinking some will!!!

I saw this situation coming a mile away when ebay announced their new feedback rules. Fortunately, the new ebay rules preventing sellers from leaving feedback didn't apply to this auction since it closed a month ago during the old rules.
I hate to say this, but this will be a common problem for sellers that file a FVF against bidders who don't pay. It is obvious this bidder waited until the new rules took affect, assuming I wouldn't be able to leave feedback against him... fortunately, his gamble worked against him and I was able to leave appropriate negative feedback... but in the future this won't be the case.
These problematic bidders will be a nuisance, and ebay hopes this will be the case... they will wreak havoc on the feedback system and your ability to qualify for your fee discounts. The way ebay sees it... a non-paying bidder means they lose money by having to give back a "partial refund" to the seller who files the FVF refund... yet ebay will recoup the money on the back end (and then some) if these deadbeats leave negatives against sellers by gaining their costs on all of your auctions since you won't qualify for your discount. Mobster tactics at its best... Sellers lose each time.

Sounds like rustydumbo got what he deserved. You should have sent him a Google Invoice. It's safe. Very easy and personally, I have virtually all of my international buyers paying with it, not to mention about 15% of my USA buyers as well.

I noticed on one of my buying ID's that I have a Yellow line under a January purchase asking why I had not left feedback and if there was a problem.

I think eBay is going the extra mile to make sure every buyer leaves feedback and files disputes.

I had a lady CALL me yesterday because this appeared on a postcard I was not able to find and promptly refunded. I think eBay has gone TOO FAR with this

I just found the same thing on one of my IDs -- although in this case there was a problem with the transaction. Only 8 days left to file a dispute! I agree, that IS too far. Way too far. Much more upsetting than anything else I've seen lately.

stoned- you obviously don't understand what Auction Policies are for. Bidder failed to read the terms, used a USA account to bid, and then screamed bloody murder b/c I wouldn't accept Paypal from a China Paypal account that the address cannot be confirmed. My auctions clearly state my policies regarding Paypal, particularly International payments. I gave him alternatives to pay... 3 of them. He refused and insisted I accept Paypal.

Hi all,
Is there a deadline (a.k.a. statute of limitations) on when a buyer can no longer leave feedback? How long after an auction ends does the chance for leaving feedback end? Or does it ever end?

I believe it was 90 days and now with the new changes I think it will be 60days

At the present it's 90 days unless you file a Neg. Then it can be extended for another 30-90 days. But you have to jump through hoops.
I suspect that is changing, but not clear to how long.
