Sold an item to Belguim about $150 shipping was $46.00 customer notified twice to pick it up refused to pick it up. Belguim returned the item to us. How much of a refund will I be giving him. I believe he did not want to pay the duty on the item so it was returned to me. His feedback is private which is not unusual for foreign customers any way.What should I expect out of a mess like this. thank you

It is not your fault he didn't pick it up.
If you reverse the paypal payment, you will eat the shipping cost.
If you send a stand-alone refund minus shipping, buyer could still file an item not received claim, and you could be out the buyers payment as well as the refund you sent.
In this case, it might be best to hold on to the item and let the buyer file a complaint against you, and let ebay powers-that-be sort out the mess. (unless the buyer cares to pay the shipping cost again)

Can you do a partial refund/Or is it too late to refund any amount?
Sthoemke is right,do nothing until you hear from the buyer,he may still want the item.You are just assuming he is avoiding customs.
