I got the following screen which placed an eBay Express-type results on top of the regular search results. Is this something new?

I have seen that in some electronic categories over the past couple of months.

I've seen some pages come up like that for several months now.
I never did understand why people buy new electronics and other high priced new stuff on Ebay when the same stuff is available from so many other reputable sites. To me, attempting to save a couple bucks isn't worth the chance of dealing with a nobody on Ebay.
I see people buying new Dell computers on Ebay for more than what they could buy them for directly from Dell. Why do people do that?
