Hwahwa, is the mark big enough to read? If not I'll need to make a larger photo.

Sorry I dont recognise the artist.
This looks like one of those comic prints - a series called 36 famous places of Tokyo,and this one is titled -the person who bring you luck!
I dont really how he goes about bringing anyone luck.
But the exact term is 'the man who open the door to luck !
BTW,the building behind it is probably a landmark of the city
Also,this artist is not famous ,if you say you have a print by UTAMARO or HOKUSAI,I bet you Artelino folks will take a look!
