I actually read the fine print on an ebay coupon I received today. It is not valid if I purchase from a seller who uses a customized checkout. Is this a new restriction? I had never noticed that before.

The coupon is non-transferable, void where prohibited, not redeemable for cash, for one-time use only, and has no face value. Many sellers have payment directions which instruct you to use their Marketworks, Vendio, Auctiva, etc Checkout feature.
Obviously, if I plan to use the coupon, I would not purchase from one of those sellers.
I just mentioned this because I have noticed an increase in buyers who are using the ebay coupons.
As a seller, you usually do not notice the buyer used a coupon. But when your customer uses one of these coupons, you are restricted on your PayPal refund option. You will not be able to send a partial refund. This drives me nuts when I want to return moneys as an additional discount for combined shipping on a large order.
