Remember the chargeback I posted about a few days ago?

The transaction had a "Covered by Seller Protection" flag on it when I shipped the item. After receiving the notice that the chargeback had been filed, I checked the transaction and it was still showing Seller Protection. Knowing from past experience that PayPal is not above changing the rules, I saved and printed out the page that show the transaction was covered by Seller Protection.

I noticed this morning that none of yesterday's transactions had the "Covered by Seller Protection" note so I checked the chargeback transaction and the note is gone from this transaction as well.

Makes me wonder if PayPal about to do a reversal on it's Seller's Protection policy.

reversal????

They have ALWAYS had the

100% BUYER PROTECTION PLAN

AND

100% SELLER PROTECTION PLAN

for each transaction...just a matter of who THEY want to "mess" with and get upset....

Now that is very odd. I've always wondered about that. Their system seems to always have a problem.

One of my accounts is a Power Seller and the other one isn't. I have my system set up for the non-Power Seller account to block non-confirmed address payments, yet every now and then I get one that shows un-confirmed. Paypal is supposed to block this, but if they don't and still ship it like it was confirmed... you'll lose if there's a problem.

About a month ago, I posted a thread about a "not as described" complaint through Paypal. You know the deal, Paypal ruled in their favor, required the buyer to return the item, and removed the payment from my account. I was pretty irate about it b/c my auction clearly stated NO RETURNS NO EXCHANGES, but Paypal's policies trump an As-Is, No Return No Exchange listing no matter how many times you put it in 150 sized font. Since I didn't have my payment, I went to ebay and filed a NPB complaint. When the bidder responded, I closed the dispute, got my FVF back, and the bidder got a NPB warning issued.

I expected to hear about it from ebay, or at the least get an email telling me they charged my account the FVF, but nothing has happened and it's been a month. I wouldn't have done this if I wasn't absolutely positive my measurements were correct (double checked), and if the bidder didn't send me a "told you so" email after they filed the complaint. I figured it would just give them a headache to email ebay about it.

From the PayPal HELP page:
Question: How can I tell if a transaction is eligible for the Seller Protection Policy?
Answer : The Transaction Details page will display whether a transaction is eligible for coverage under the Seller Protection Policy. If it is eligible for Seller Protection, you must ship to the address displayed on the Transaction Details page.

According to the most recent PayPal Policy (10/31/08), section 11.4, you are covered if the transaction pages say you are covered, the address is not required to be confirmed if PayPal allowed Seller Protection to be enabled.

My current chargeback transaction was shipped to an unconfirmed address but at the time, the PayPal page was showing it was covered by Seller Protection. Today, that transaction no longer shows a Protection status but luckily I saved a screen shot of the page the other day so I have proof that PayPal said it was covered.

Shagi, the policy also basically says PayPal does not care what your return policy is because some credit card companies require merchants to accept returns. PayPal will not protect the seller if the buyer does a credit card chargeback. I read it somewhere on the PayPal site the other night but I cannot find now.

The truth of the matter is that Paypal has no incentive to offer seller's protection at all anymore. If you want to sell on ebay - you have to accept paypal and live by their rules - they can change them or make them up as they go along.

Or.. .You can send an e-mail or letter to Senator Chris Dodd of Ct.
He is the Chairman of the Banking Committee. And he has the power to investigate PayPal, especially because there is no oversight or regulation of this company.
If enough people contact their Congressional Representatives then something might be done.

so that is where my lifetime savings went.
CHRIS DODD can investigate banking ,like BARNEY FRANK can be in charge of the boy scouts

Sure there is hwahwa, it is called the Sheriff's department. I have a DC showing delivery to a US street address. The sheriff should have no problem locating them.

If no-one ever communicates with their members of Congress, then how do they ever know what their constituents have on their minds?

The USPS dc is not proof of delivery,no one signs for it at the delivery address,in my case,it is sometimes misplaced in my neighbor mailbox.
I would think a sheriff would need more proof than a DC to speak to the bidder.
Also how does a sherriff knows what is being delivered?a pizza?a dress? an empty box?

hwahwa, I've been through it with the sheriff's dept more than once and yes they will accept DC as part of the evidence needed to investigate fraud. The Post Master takes it fairly seriously too. All a seller has to do is provide them with a well documented case. Once the investigation starts, the police often find more than one instance where the buyer has commited fraud.

There is a jerk in South Carolina who found out just how seriously a sheriff will take an ebay/PayPal fraud claim. The buyer found himself in court charged with credit card theft and mail fraud.
