Ok so the auction I used the MS LiveSearch Cashback and paid for promptly - the seller said the deposit is still *pending* in her account??? WTF? Is this CashBack related?

It may be the PP glitch du jour. I have never had delays when I used cashback.

In addition, for a small number of transactions that have a higher risk of buyer dissatisfaction, we may delay the release of funds paid through PayPal. This hold will be placed on only a small percentage of transactions for up to 21 days.
yadda yadda yadda Anyway - my seller had 40 feedback and hasn't sold anything in a while so I guess that's the reason for the hold since it's a *high risk* item. ha.

I think they still have to ship if a PayPal hold is placed on the funds. In fact, don't they have to get positive FB before they release the funds?

They are really upset about this over at the PP board - as they should be! This is frightening!
Yes - I have to leave positive feedback and Paypal has to have proof of shipping. I emailed the seller the link to the workshop board page where they explained all this. Here it is from PP.

This was implemented back in August and boards were really fired up about it at the time. It seems to me that in practice, Paypal holds funds even more often than in those circumstances outlined. Basically if PP WANTS to hold funds for whatever reason, real or imagined (or because they need the float), funds WILL be held and seller has to ship item and wait to be paid. Kinda puts a kibash on the dropshippers doesn't it? I am surprised there aren't class action suits.
