I may have something that will be pick up locally and I don't want to take paypal as I won't have tracking etc.
A third party will be picking it up.
Can I say cash or cashier check at pick up?

You should not mention a specific means because guess what? Ebay now wants you to use a specific statement and yes, sellers have had listings pulled when they deviated from the script by mentioning cash.
"Sellers who offer payment upon pickup may include this statement in their listings: “Contact me for payment methods to pay on pickup.”"

When I make my car listings or furniture listings and say pick up only ebay gives you the choices of either accepting certified check or cash on pick up. So I would say that you are allowed to say cash on pick up.

I am only going by what Ebay lists as form of payment when you list pickup.
This is what it says now on my car auction
Payment methods accepted
#
Cash (in person)
Full payment
Required within 7 days of auction close.
On the furniture auction it doesn't say cash but it says
You can contact your seller to arrange to pay for and pick up your item.
It doesn't give you the choice of saying cash for the furniture pick up item. But when the buyer contacts you that is when you tell him cash if that is what you want when he picks it up.
