I decided to lower my shipping costs by 19 cents about a month ago. No reason other than to get my shipping cost below $7.00.
So now it sits at $6.95 vs $7.14. Ironic, my DSRs went down during this time too.
Maybe the psychology of people is that $6.95 implies you're charging a flat fee, where as the odd number $7.14 makes bidders think they are paying actual fees. Just a thought.

I understand totally. Early in the year I was giving FREE shipping on one category and my DSR's went down so I changed back to charging shipping and they went back up!

Same here. When ebay was giving a 20% FVF rebate for items with free shipping, I set up all my listings with free shipping. Buyers were killing my shipping DSR.
When ebay stopped the rebate, I slowly changed my listings back to paid shipping and my shipping DSR has been a fairly stable 4.8 to 4.9.
Makes no sense to me but I do think ebay's software was dinging the DSR average if buyers only left ratings on the first 3 questions and did not rate shipping cost.
