Let's say I have a 1% of item not received complaints. What are the odds that a local customer places 2 orders, years apart, and neither was received? I have an aging radio personality (who uses this distinction in his eBay ID). These were fairly unusual cards, I refunded both of them, but on the second refund, I told him I would no longer accept his bids. His shipping address on eBay may be outdated or there may be theft in the mail room. Somehow I fear retaliation.

i probably wouldn't have bothered to tell him. that way, you wouldn't have to worry about retaliation. he would figure it out.
i would consider contacting some of the sellers for items he has bought and see what they say. i have done this a few times in the past, and it has led me down some very interesting roads, to the point where several sellers united and called eBay to report them. whether eBay did anything or not, I am uncertain, but I can tell you that the buyer didn't use their account for at least a year. Perhaps out of fear, or perhaps she opened a new account. eBay didn't NARU her, but it was obvious that it stopped with that account.
