Tow possible reasons are for some unknown reason they have escaped eBay screening and no one has turned them in.

It's not just the insurance dodge, she (I'm assuming it's a she) includes language derogatory of eBay that could degrade the buying experience. I'm trying to remember which rule that one is...
Oh, here it is:
"You can't include comments that discourage buyers from participating or that could make them lose trust in eBay sellers and our website. For example, we don't allow statements like `eBay holds me to a standard well above 4 stars. 4 stars will get me suspended, so please only leave 5 stars.'"
This seller includes a complaint about "eBay's ever-changing policies" in every auction. And there's this in their payments section:
"If you would like insurance PLEASE LET US KNOW BEFORE YOU PAY so it can be added to the total (we apologize for the inconvenience this new eBay policy has created)"

I think you will find that a lot of sellers actually include the insurance in the advertised shipping price. and do not mention insurance anywhere. it must not be advertised on the parcel that it is insured. Shipsurance is a good company to use. They will tell you not to advertise on the parcel. So if a parcel goes astray then you are covered.

Fluff: I agree the policy violations are unbelievable.I cannot figure out all of these violations were not picked up.

One kind of has to look at eBay's T&S department as a very small police force working in a really big city.
The bottomline is we can complain about it here which does little to solve the situation or we can turn them in to T&S. To prevent law suits and other legal fireworks T&S cannot reveal the results of there investigations to us.

sounds like a defiant and frustrated Ebay seller venting,what else is new?
If she has 250 listings,every time Ebay makes a policy change ,she may have to revise them one by one.
KISS -Most successful enterprises after years of establishing themselves,cede the low end market to someone else,let someone else host the one penny auctiion and focus on the higher end,better margin and better quality stuff,usually they belong to the better sellers.
Even SALVATION ARMY knows better,if you call them,they will come and take a look first at what you have,as they are not your garbage man.

While I sympathize with a seller having to change TOS. This person has it in new listings and in their POLICY page with a link to that policy in each listing.
If it was an oversight (old listing that did not get revised) I could understand, but this is blatant.
