Interesting, though I have thin hopes that anything positive will truly come of this. eBay and Paypal have a long standing history of shutting legitimate people out. I have heard way too many horror stories of Paypal freezing funds, eBay suspending accounts because of one "questionable" complaint. I have also heard too many stories of perfectly legitimate sellers getting the boot because their competition made false complaints to eBay.
I just don't see how they will make it better for sellers without raising the costs and/or lowering the seller protections. Some of the protections are worthless, particularly on international transactions.

It did not really say much except some horror storie of folks raising fund for charity?
Paypal asked the guy to prove he sold something and shipping information but he is raising money for research,not selling merchandise.
I think Paypal is too popular,how do you tell a drug dealer from a seller selling keychains?
Anyone can register with Paypal and confirm his billing address and verify his bank account and be in business.
