If you listened to the rhetoric of black politicians and civil rights leaders, dating back to the Reagan years, you would have been convinced that surely by now black Americans would be back on the plantation. According to them, President Reagan, and later Presidents Bush I and II, would turn back the clock on civil rights. They'd appoint "new racists" dressed in three-piece suits to act through the courts and administrative agencies to reverse black civil rights and economic gains. We can now recognize this rhetoric as the political equivalent of the "rope-a-dope."
As my colleague Tom Sowell pointed out in a recent column, "Liberals, Race and History," if the Democratic party's share of the black vote ever fell to even 70 percent, it's not likely that the Democrats would ever win the White House or Congress again. The strategy liberal Democrats have chosen, to prevent loss of the black vote, is to keep blacks paranoid and in a constant state of fear. But is it fear of racists, or being driven back to the plantation, that should be a top priority for blacks? Let's look at it.
Only 30 to 40 percent of black males graduate from high school. Many of those who do graduate emerge with reading and math skills of a white seventh- or eighth-grader. This is true in cities where a black is mayor, a black is superintendent of schools and the majority of principals and teachers are black. It's also true in cities where the per pupil education expenditures are among the highest in the nation.
Across the U.S., black males represent up to 70 percent of prison populations. Are they in prison for crimes against whites? To the contrary, their victims are primarily other blacks. Department of Justice statistics for 2001 show that in nearly 80 percent of violent crimes against blacks, both the victim and the perpetrator were the same race. In other words, it's not Reaganites, Bush supporters, right-wing ideologues or the Klan causing blacks to live in fear of their lives and property and making their neighborhoods economic wastelands.
What about the decline of the black family? In 1960, only 28 percent of black females between the ages of 15 and 44 were never married. Today, it's 56 percent. In 1940, the illegitimacy rate among blacks was 19 percent, in 1960, 22 percent, and today, it's 70 percent. Some argue that the state of the black family is the result of the legacy of slavery, discrimination and poverty. That has to be nonsense. A study of 1880 family structure in Philadelphia shows that three-quarters of black families were nuclear families, comprised of two parents and children. In New York City in 1925, 85 percent of kin-related black households had two parents. In fact, according to Herbert Gutman in The Black Family in Slavery and Freedom: 1750-1925, "Five in six children under the age of 6 lived with both parents." Therefore, if one argues that what we see today is a result of a legacy of slavery, discrimination and poverty, what's the explanation for stronger black families at a time much closer to slavery -- a time of much greater discrimination and of much greater poverty? I think that a good part of the answer is there were no welfare and Great Society programs.
Since black politicians and the civil rights establishment preach victimhood to blacks, I'd prefer that they be more explicit when they appear in public fora. Were they to be so, saying racists are responsible for black illegitimacy, blacks preying on other blacks and black family breakdown, their victimhood message would be revealed as idiotic. But being so explicit is not as far-fetched as one might think. In a campaign speech before a predominantly black audience, in reference to so many blacks in prison, presidential candidate John Kerry said, "That's unacceptable, but it's not their fault."

Is he serious? I don't see his statements being racist, but they sure seem ignorant to me. He can poo-poo the idea all he wants but the problem is poverty - lack of suitable housing, lack of a proper diet, lack of an education, lack of a car, lack of medical insurance, lack of jobs, etc. Does he see the same thing happening in affluent black neighbourhoods?
As for study after study, why don't these people spend some of that time & money and do some studies on how to fix the problems they study? Has anyone ever heard of a "solution" study?

Imo, bear, it's liberal rhetoric and black willingness to play the victim role.

And to that statement, I'd add 'and dependent on the government'. That way they'll always vote as a 'block' for the ones who provide their income to them.
Color doesn't matter and isn't the issue I don't think. Any body of people, no matter their color who acted and led their lives in this same way....would be in the same position these people are. Other races have made different choices and as we can read, are more successful.
Imo, they have the same opportunity to take advantage of our educational system as anyone else does. Those that have chosen not to...or not to finish high school or learn a trade...are choosing to fail. Choosing to be victims.
And many of the successful black men that I've seen interviewed, or read how they see this problem in the black community, appear to share the same observations as the gentlemn in your above article does.
Quit blaming others for your own choices...stay in school....don't have babies until you can support them...and try getting married so there'll be two to support and care for the children that come from that union....rather than one. Everyone has a better chance of succeeding that way.

Does not make him NOT a racist...does NOT make him NOT bigoted. There are racists and bigots of every skin color.
You can also google ANY opinion on the face of the earth...doesn't make it right.

Canada's welfare system has become an “utter disaster” with benefits in many provinces and territories hitting modern day lows, a new report said Tuesday.
The study, released by the National Council of Welfare, said a total of 1.7 million Canadians lived on welfare benefits last year, with most attempting to exist on incomes “far below what most Canadians would consider reasonable.”
“Total welfare incomes everywhere in Canada were well below poverty lines once again in 2004,” the report said.
Adjusting for inflation, the report said, many provincial and territorial benefits in 2004 were at their lowest levels since the 1980s. Typical welfare incomes across Canada, it noted, were thousands of dollars below the poverty line.
Single, employable recipients in New Brunswick were the worst off, with total incomes amounting to $3,388 – only 19 per cent of amount at the poverty line.
“Single parents in Newfoundland and Labrador were in the best circumstances relatively speaking, but their total welfare incomes were still only 70 per cent of the poverty line,” the report said.
The situation, the council said, has been compounded by the clawback of federal child benefits from families on welfare in provinces such as Prince Edward Island, Ontario, Saskatchewan and British Columbia as well as all three territories.
The report said Ottawa pays the Canada Child Tax Benefit and National Child Benefit Supplement to low-income families everywhere in Canada.
But the council also said Ottawa has “encouraged” provinces and territories to take back the supplement from welfare families by reducing their welfare and related benefits.
The net result, Tuesday's report said, has been “a significant drop in purchasing power among some of Canada's poorest families.”
“Canadian welfare policy over the past 15 years has been an utter disaster,” the report said.
The council – a citizens' advisory group to the Minister of Social Development – also said federal and provincial governments need to come up with new fiscal arrangements for welfare to replace the current the current system, which it calls “complex” and “unintelligible.”
“An acceptable new deal would include more realistic federal support earmarked specifically for welfare and minimal standards for provincial and territorial welfare and related programs,” the council said.
“Among other things, welfare incomes should be based on the actual cost of a basket of goods and services rather than being set arbitrarily by government decree.”

AS USUAL....no liberal addresses my statement - that is IF all races did the same thing....dropped out of school early...never applied themselves....never learned a trade....continued having children out of wedlock....etc...etc...etc. the we'd ALL be in the same position. Relying on government handouts to survive....and we'd ALL be voting democratic so that they could be our 'nanny' 'provide for all our needs' without us having to lift a finger.
Oh..but wait. The government IS the taxpayers...who DO work hard to earn their own money and are just terrible because they'd like others to do the same thing they did...
who DID learn a trade...
who take a chance and start a business of their own...
who DO strive to better themselves.
But...tsk tsk...there'd be none of those achieving types left if we ALL made the same life choices. Then what? Who would we ALL ask to take care of [b]ALL[b] of us when everyone decides they don't want to work either?
And the problem I see/read about more and more are there are more of the other races, whites very much included, who have decided this too is the direction they choose for their own lives, to become 'government dependent'.
And here's the liberals...right behind them...calling for all their needs to be met at the expense of those who have chosen to take a more 'self-reliant' 'personally responsible' route for their lives.
Has nothing to do with race....as some here have implied. It is choosing to be a victim rather than growing up and taking personal responsibility for their choices and their own decisions in life.

Libra, I'm not sure how the Welfare system in Canada ties in with blacks in the US. Can you explain? If you're just referring to poverty, yes, we have our share just like you do, but since there aren't that many black people here, the majority on Welfare would be white. What does that tell you in relation to the article?
Isn't the biggest problem people who have kids they can't afford? Does any parent sit down with their kids and explain to them just how much it costs to raise ONE child? Do you know anyone that's poor and has decided to NOT have children because of that? It all flows downhill from there, perpetuating poverty, imo.

I am so glad that Linda is one of the fortunate ones. It is a good thing she had such a fortunate life. I wonder what she would have done if she was left alone to raise her kids at 20 because she lost her job or if one of them became injured and needed long term care.
If your son became injured and needed to be in a long term care facility because of war injuries, would you be expecting the government to pay for it? What would you do if you then decided to stay home and take care of your son instead of working?
Not everyone has the fairytale life like the Republicans lead. Some educated people that did learn a trade and had run a successful business fell on hard times through no fault of their own. How do you expect these people to get back on their feet without a little assistance.

What I believe you REFUSE to look at or acknowledge, logan, is that THEY made these choices.
You point out a couple of 'poor me' examples. That's not the majority of what's been happening in the black community.
IF 70% of young white girls [or any other racial group] decided to CHOOSE to do the same thing that the black's are doing....they too would be facing the same consequences in their lives.
That's the reality you liberals don't want to face...but have decided you believe in taking from those who have obtained their own by hard work and give it to those who don't think they should have to work...or face the consequences of their own choices. Big brother should take care of all of them.
And as I've stated, in this last generation of young people, that's exactly what many WHITE girls made the decision to do. Drop out of school, get pregnant and life off welfare.
Thank heaven the clinton administration passed the welfare bill, that began to set limits on just how many years people can remain on it. And I hope that this administration goes even further and puts more work requirements on those who chose this path for their lives.
Before then, we had two and three generations of women using this as a means of support, rather than doing what responsible, productive people do to take care of themselves.
Because some have CHOSEN to take this route...rather than waiting to get educated, get married and have children....they have almost NO chance of getting ahead in their lives. THEY have condemned THEMSELVES to a life-time of poverty. Not me. And I don't wish to support them. They can get out and work just as hard as most American's have to do in order to enjoy life.
And some of the black leaders, successful black people like Bill Cosby are trying to tell the black community THIS IS WHY they're where they are...not because anyone's oppressed them in any way, shape or form. But rather from the choices THEY made.
I don't care for socialistic thinking that believes, because they chose the route they did, then that me and others are responsible for taking care of them with our hard earned money. Let them suffer the consequences of their own decisions.
We're not talking about one's who meet with a rough time in their lives....where they need temporary help. We're talking about those who find it much easier to accept government aid than to try to better themselves. Or the young girls who choose to get pregnant time and time again so they have enough money to live on without working. Or to use having young children as an excuse to stay home and not work.

Calling for them to stand up...be a man...be willing to care for those lives you bring into this world so that others don't have to take the responsibility for you.

Not all Republicans lead a "fairytale life". Most of us work for what we have and always have. It's a matter of having a strong work ethic. Both of my parents worked, and ALL of their 6 living children work today. No hand-outs, unless food stamps for a few months while unemployed count so the kids could eat. As a family, we helped each other when needed. That's what families do.
I do not begrudge assistance for anyone in need. I do begrudge assistance as a career choice.

I helped to feed the homeless each and every weekend in San Jose. Most WANT to remain homeless. They are addicts, drunks, anti-social people who can't cope with any rules/limits being placed on them.
I think you're confused between homeless and the poor who receive very discounted housing, food stamps, medical and dental care, help paying their utilities...etc. and are on welfare because of the choices THEY made.
