Here's another quote from CNN regarding the manual recount of 'undervotes'....
"<The court> ordered a manual recount of at least 43,432 "undervotes" from as many as 63 counties.

In counties that went for Bush, there were at least 25,699 undervotes while at least 17,733 ballots weren't counted in counties that went for Gore. "
(The 9,000+ from Miami/Dade are included in the 17,733 listed above)
Just looking at the numbers, you would think that the Republicans would welcome a recount of the 'undervotes' statewide.
