Ok so it was my fault, I tried to send funds from my band account, I knew that my credit card was full, but thought I would try to secure it with a credit card, and it was declined. So I went back in thinking I could just do a electronic check, to find that my account was restricted. Now I have to send a copy of my drivers license, and current credit card statment to them, and they don't know how long it will take for them to unrestrict me. I am confused! I upgraded my account, and they can't tell me HOW LONG IT WILL TAKE? I am angry, and yes I am grateful that I can use this service, but I also pay for it. Now I am restricted. I have auctions that I launched tonight, how do I get paypal off my auctions, so people don't pay me through paypal? PLEASE HELP IF YOU CAN?

My take on this is that any denial will result in restriction of a PayPal account--whether it's a CC denial or denial by a bank to pay one of their ACH debits. When I called to complain about having my bank account debited as a source of funds for a payment I made, rather than my credit card, the PP CS rep told me to make arrangements with my bank to refuse the ACH debit. When I grilled her about the possible consequences of doing so, she admitted that doing so would place a "denial" status on my PP account, which would probably result in having it restricted. (Needless to say, I didn't follow her "good" advice.)
The DL and CC statement are apparently PayPal's "secondary verification" criteria, since you boo-booed and did something that resulted in account restriction.
