Is there a way to use an image in the Ebay Gallery, if the image is not otherwise being used in the auction listing. I know I can do it manually after the auction launches but I want to be able to do it when launching the auction initially.

Hello,
You can insert gallery images during the create listing process. There is a Features section on that page that has different options -- the 25 cent picture preview would be the one to use. You can choose the image from the drop down to the right of those selections.
If you are doing this from SMPro -- the option is on ebay site information tab. It will say "add my item to the gallery $0.25" in the details column, and you'll see the drop down underneath it where you can select your image.
The drop down menu only lists images that were/are being used in the auction listing. I want to use an image that is not being used at all in the listing.
I can go in manually and change the url but I would like to do it when preparing the listing in the first place.

I see what you mean now. I will escalate this issue -- for now, if you would like to add a gallery image that isn't on your listing, you may want to create the listing online -- or create it in pro, schedule it for launch, then when it gets online undo the launch and attach a gallery image.
The Pro software was not setup to be able to place a gallery image when it is not attached to your listing, however we have passed along a request to add this option to a future version of Pro.
