When requesting final value fee from ebay by selecting "mutually decided to forgo the transaction", no fee was refunded from ebay and if going back to ebay site trying to file a claim from there, the site will say a claim has already been filed. Stuck with lost fee that is no more refundable.

Did you submit the fvf credit request from here or eBay? If you submitted it from eBay, you should contact their customer service to figure out what has happened. Perhaps it just takes some time to process.
